The Infrastructure and Development Bank of Zimbabwe (“IDBZ/the Bank”) is a national Development Finance Institution (DFI) mandated to support the development and financing of infrastructure and other strategic development projects in Zimbabwe. The IDBZ also provides tailored financing solutions to the productive sectors of the economy.
The Bank requires the services of an Individual Civil Engineering Consultant to provide expert technical advice around project design and planning, feasibility assessments, regulatory compliance, and project management for selected Bank-supported housing and other real estate development projects.
GEOGRAPHICAL LOCATION
The Consultant will work from the IDBZ Head Office or any of the Bank’s regional offices depending on the assignment at hand.
KEY RESPONSIBILITIES
Working closely with other units of the Bank, the Consultant shall be responsible for the following:
- Lead site investigations, feasibility assessments, and development appraisals.
- Developing and/or reviewing civil and structural engineering designs, layouts and technical specifications for projects.
- Managing procurement of regulatory permits/approvals, and ensuring projects meet safety standards and local regulations.
- Preparing and/or reviewing project BOQs and cost estimates, ensuring completeness, accuracy and alignment with project designs and standard cost benchmarks.
- Supporting project management, ensuring projects are delivered within agreed timelines, cost budgets, and quality standards.
- Preparing high-quality technical reports, progress updates, and other documentation for senior leadership and other stakeholders.
- Ensuring compliance with internal governance standards, contract terms, and statutory regulations.
DURATION AND REMUNERATION
The consultancy role shall be for an initial period of twenty-four (24) months which may be extended at the discretion of IDBZ. A suitable remuneration structure shall be negotiated with the successful applicant.
QUALIFICATIONS AND EXPERIENCE
- Civil Engineering Degree or related discipline (mandatory)
- Registered Professional Engineer.
- A proven track record of not less than 7 years in property development or real estate project delivery, from early feasibility through to completion. This includes project planning, civil and structural design, project costing, project tendering, and construction supervision or site management (minimum of 3 projects successfully planned, designed, and implemented/tendered).
- Technical reporting and documentation skills.
- Project planning and execution skills.
- Strong commercial judgment .
- Sound knowledge of procurement and contract administration.
- AutoCAD / Civil 3D / Structural Software proficiency.
- Strong communication, presentation, and stakeholder management skills.
